During that period, the Iraqi Council of Representatives voted on the first amendment to the Certificate Equivalency Law No. 20 of 2020, which constituted an academic disaster for undermining scientific rigor by bypassing international standards, and legalizing the politicization of certificates by granting officials the privilege of academic attainment without true dedication. The law also stripped powers from specialized technical committees, leading to the inflation of scientific titles without solid research output and undermining the principle of equal opportunities. Under this legislation, science was transformed from a merit-based entitlement to a legal 'privilege' serving certain groups at the expense of education quality and the future of generations.
